NeuroCar – Intelligent traffic monitoring system

NeuroCar is Neurosoft’s own software, based on neural network technology.

This system supporting road traffic safety and a functional solution used in implementation of Intelligent Transport Systems. Innovativeness of this product is a result of long-term research & development. Thanks to digital image processing technology on the basis of video stream from a camera mounted over a traffic lane the identification of a vehicle is possible. The technology lies in detection of vehicle’s presence, number plate recognition (ANPR) and also in make, model and color recognition (MMR). By applying an effective solution of modular system implementation (by adding a functionality of  motion weighing and loop vehicle classification) we received an effective operational work tool for Police officers, Municipal officers, and Road Transport Inspection.





    1. LPR System Flow


  1. LPR Camera send RTSP stream to LPR server in the Data Center
  2. LPR Software (NeuroCar) process the stream and extract the plate and car date:
    Model, make, color and speed.
    All information is sent to C-Insight system.
  3. C-Insight application server process the data and store in C-Insight data base.
  4. LPR Data is ready for the operator to view under investigation and popup event base on car list rules.

  2. Configure the notification URL , the IP should point to C-Insight application hosting the LPR BU Engine.

Verify LprServer is checked



  1. Open CIT and add LprEngine BU






  1. Add Data Service BU




    1. Root-Administrator 
  1. Open C-Insight client as RootAdministrator user
  2. Go to Data screen 🡪 Devices Tab 🡪 New Item 🡪 LPR Server\
  3. Configure name, port Host BU Name allocation and Vendor





  1. To add new LPR camera Data screen 🡪 Devices Tab 🡪 New Item 🡪 LPR
  2. Configure name, location and PDU ID (LPR ID in NS Application)
